The Supreme Court has held that a suit brought by a discharged municipal employee against a municipality and a municipality’s board of aldermen to redress the employees’ termination by the municipality is not cognizable under section 1983 because the employees have no constitutional right to rehire. See Board of Regents of State Colleges v. Roth, 408 U.S. 564, 92 S.Ct. 2701, 33 L.Ed.2d 548 (1972).
